There are things you cannot fix directly because they are not technical problems per se. They are affected by managers in traditional programming shops, or by the Customer in an agile shop.

  • Time: Scheduling can sometimes be negotiated by managers. Sometimes not.
  • Target: Scope can be reduced or changed, but it may require influence developers don't wield.
  • Treasury: Money can be spent on infrastructure, tools, consultants, or reference materials.
  • Talent: You might need more of it, you might need less. Whatever gets the job done.

When a problem crosses over from development of software to stewardship of the four Ts, it is time to engage the powers of the software manager.
